Sector Design Manager (High-Speed Rail)

What you will do

• Lead the multidisciplinary design of an assigned sector within the ALTO high-speed rail programme.
• Set the design vision, manage design governance, chair interdisciplinary reviews, and control configuration and change.
• Coordinate alignment, earthworks, geotechnics, structures, drainage, roads, utilities, stations, track, traction power, signalling, telecoms, and network interfaces.
• Manage design scope, schedule, budget, risks, requirements traceability, assumptions, dependencies, and recovery plans.
• Support permits, environmental approvals, utility agreements, stakeholder engagement, procurement packages, tender documentation, and bidder clarifications.
• Incorporate site investigation results and ensure design deliverables are compliant, constructible, coordinated, and ready for issue.

Requirements

• Bachelor’s or master’s degree in Civil, Structural, Transportation Engineering, or a related field.
• 12–15+ years of major transportation or railway design experience, including 7–10 years in design management on complex programmes.
• Experience across the lifecycle from concept through approved-for-construction design and construction support; direct high-speed rail experience is strongly preferred.
• Strong knowledge of rail infrastructure disciplines and interfaces, including track systems, traction power/OCS, signalling/ETCS, telecoms, utilities, RAMS, and preferably the CENELEC lifecycle.
• Experience managing design schedules, budgets, assurance findings, requirements, change control, and multidisciplinary stakeholders.
• Proficiency with BIM, common data environments, ISO 19650, model coordination, and data-driven assurance; P.Eng. registration or eligibility in Canada is preferred.

Nice to have

• Experience integrating greenfield high-speed rail with existing rail networks.
• Experience with design–build, alliance, or PPP delivery models.
• Sustainability or low-carbon design credentials.
• Bilingual English/French capability.
