Senior Director, IDIQ & GWAC Programs

Location: 100% remote within the continental United States; travel required as needed for government meetings, program reviews, industry events, conferences, and partner engagements. Philadelphia, PA is listed as the location.

What you will do

• Manage the portfolio of IDIQs, GWACs, BPAs, and other multiple-award contract vehicles, including milestones, ordering periods, ceilings, reporting requirements, modifications, and task-order activity.
• Monitor government procurement portals, contract communications, notices, solicitations, on-ramps, refreshes, and industry events, and distribute relevant opportunities internally.
• Coordinate task-order opportunity intake, qualification, tracking, and reporting throughout the business development, capture, proposal, award, and performance lifecycle.
• Advise Business Development, Capture, Proposal, Contracts, Pricing, Finance, and Program Management teams on vehicle requirements, acquisition procedures, compliance obligations, risks, and deadlines.
• Support solicitation analysis, bid/no-bid decisions, teaming coordination, compliance reviews, proposal planning, risk assessments, and acquisition strategy.
• Maintain relationships with government contracting offices, program offices, industry partners, subcontractors, and internal stakeholders.

Requirements

• Bachelor’s degree in Business, Government Contracting, Management, Information Technology, or a related field, plus 15+ years of relevant experience; equivalent experience may be considered.
• Demonstrated knowledge of federal IDIQs, GWACs, BPAs, multiple-award contracts, ordering procedures, and contract administration.
• Strong understanding of the federal task-order acquisition lifecycle, including RFIs, RFQs, RFPs, sources sought notices, proposals, evaluations, and awards.
• Experience reviewing complex federal solicitations and identifying requirements, proposal instructions, compliance obligations, risks, deadlines, and acquisition considerations.
• Strong organizational, analytical, written, and verbal communication skills, with the ability to manage multiple vehicles, opportunities, deadlines, and stakeholders.
• U.S. citizenship is required. Candidates must successfully complete a background check and be able to obtain and maintain a Government/Public Trust clearance when required.

Nice to have

• Working knowledge of the Federal Acquisition Regulation and applicable statutory, regulatory, subcontracting, and small-business requirements.
• Experience managing major federal contract vehicles and supporting the Department of Veterans Affairs, Defense Health Agency, or Department of Health and Human Services.
• Experience with government procurement portals, opportunity-tracking platforms, CRM systems, and reporting tools.
