Location: Remote and based in the United States; approximately 10% travel for in-person customer and team meetings. Candidates in California, Colorado, Hawaii, Illinois, Maryland, Massachusetts, Minnesota, New Jersey, New York, Vermont, Washington, D.C., and Washington State are excluded from the stated compensation ranges.
Salary: $155,520–$194,400, $164,640–$205,800, or $182,960–$228,700 annually, depending on location. Equity and a corporate bonus plan may also be available.

What you will do
- Build and lead a new enterprise function governing Twilio’s telecom carrier and wholesale supplier ecosystem.
- Set Know Your Supplier policies, risk appetite, supplier rate-change policies, and wholesale margin governance.
- Author and enforce operational runbooks, supply policies, and Rules of Engagement across cross-functional teams.
- Build analytical and systems infrastructure, automated monitoring, risk forecasting models, dashboards, and visualizations for supplier compliance and risk.
- Own the Risks and Opportunities narrative, supplier QBRs, operational risk reviews, OKRs, and executive-level operating cadences.
- Lead stakeholder alignment, governance training, and culture-change initiatives across internal teams, carrier partners, and leadership.
Requirements
- 8+ years of experience in telecommunications supply chain operations, supplier governance, vendor management, revenue assurance, process improvement, or Revenue Operations.
- Experience building automated data pipelines, backend data models, and enterprise-scale compliance or monitoring infrastructure.
- Strong SQL and business intelligence experience, including dashboards and visualization platforms such as Tableau, Power BI, or Looker.
- Experience establishing enterprise policies, governance frameworks, or risk appetites in ambiguous environments.
- Ability to create executive-level narratives and risk reporting for C-suite and Audit Committee audiences.
- Strong analytical, written, verbal communication, stakeholder alignment, and training skills.
Nice to have
- Experience with wholesale rate changes, margin validation, Supplier Deal Desks, supplier QBRs, RTB cadences, or team OKRs.
- Knowledge of A2P SMS, international voice and messaging routing, carrier contracts, carrier billing, or fraud frameworks such as AIT and IRSF.
- Understanding of telecom regulatory and industry standards from organizations such as GSMA, MEF, or i3forum.
- Experience with Airtable, Jira, Confluence, or operational dashboard development.
