TL;DR
Subcontract Administrator IV (Aerospace): Managing supplier subcontracting, procurement, negotiations, and purchase orders for ISR and aerospace development programs with an accent on cost, schedule, quality, and compliance with FAR, DFARS, ISO 9001, and AS9100D requirements. Focus on leading major subcontractor negotiations, evaluating supplier proposals, procuring build-to-print components, and improving supplier delivery, quality, and cost performance.

Location: Folsom, California, United States; approximately 10% travel required. U.S. citizenship is required to obtain and maintain a U.S. security clearance.

Base salary: $111,700–$175,900 USD annually.

What you will do

  • Manage subcontracting activities for major software, hardware, components, and assemblies supporting ISR, aerospace, propulsion, and MDA development programs.
  • Develop subcontract specifications, statements of work, terms and conditions, bid packages, and purchase order documentation.
  • Conduct cost and price analysis, evaluate proposals, develop negotiation strategies, and lead subcontractor negotiations.
  • Select suppliers, execute awards, administer subcontracts, reconcile invoices, process payments, and coordinate contract modifications.
  • Source machinery, tooling, raw materials, parts, services, and build-to-print components from engineering drawings.
  • Work with program management, quality assurance, engineering, contracts administration, and business management to improve supplier delivery, quality, cost, and compliance.

Requirements

  • Knowledge of acquisition policies and procedures, including FAR and DFARS.
  • Working knowledge of MDA MAP/PMAP, ISO 9001 standards, and AS9100D flow-down requirements.
  • Five to eight years of experience in subcontract administration, supply chain management, logistics, project management, business management, or a related field.
  • Experience planning and managing subcontractor RFPs and RFQs, negotiating subcontracts, reducing costs, and establishing payment terms.
  • Bachelor’s or master’s degree in global supply chain, business, finance, or a related discipline; equivalent experience may be considered.
  • Must be able to obtain and maintain a U.S. security clearance, which requires U.S. citizenship.

Nice to have

  • Experience with developmental U.S. government contracts and regulated aerospace or defense industries.
  • Knowledge of supplier quality and engineering processes related to subcontract management.
  • Experience with MRP or ERP systems, preferably Deltek Costpoint or Oracle NetSuite.
  • Experience with export control laws and regulations.
