Senior Manager, Bid & Proposal (Defense)

Location: Hybrid in Saint-Laurent, Quebec, Canada. Applicants must be Canadian citizens or permanent residents.

Develops and certifies safety- and mission-critical systems, including Counter-UAV, voice communication, and tactical data-link solutions for defense customers.

What you will do

• Lead the full lifecycle of RFIs, RFQs, RFPs, ITTs, and unsolicited proposals.
• Establish bid strategies, governance, schedules, review cycles, decision gates, and submission plans.
• Shape capture and win strategies with Engineering, including value propositions, differentiators, teaming approaches, and customer-focused narratives.
• Coordinate technical, commercial, contractual, financial, security, export-control, industrial-benefit, and delivery inputs.
• Manage compliance matrices, proposal architecture, cost and pricing assumptions, risks, approvals, document production, and on-time submission.
• Support negotiations, delivery handover, debriefs, lessons learned, and continuous improvement of proposal practices.

Requirements

• University degree in engineering or a related discipline.
• Demonstrated experience leading complex bids and proposals with multiple technical and business stakeholders.
• Experience in defense, aerospace, the public sector, or another regulated environment is strongly preferred.
• Strong understanding of bid governance, proposal planning, compliance management, executive reviews, and commercial judgment.
• Excellent organization, prioritization, attention to detail, facilitation, and stakeholder-management skills.
• Excellent written and verbal communication skills in both French and English.
