Program Manager - DC3 Operations (Cybersecurity)

Location: Primarily based in Linthicum Heights, Maryland, United States, with operational oversight extending to remote contract sites in San Antonio, Texas; Huntsville, Alabama; and Atsugi, Japan.

What you will do

• Lead overall management, administration, quality control, and technical direction for contractor and subcontractor personnel.
• Act as the primary interface with government stakeholders and align delivery with DC3 mission objectives.
• Manage contract financials, resource allocation, cost optimization, and performance metrics.
• Oversee multidisciplinary teams and multiple technical workstreams across distributed contract sites.
• Develop the Program Management Plan, stakeholder communication plan, risk management plan, and monthly status reports.
• Manage dependencies, determine staffing requirements, and address contractual or resource limitations.

Requirements

• U.S. citizenship and active TS/SCI clearance eligibility required.
• Active Project Management Professional (PMP) certification required.
• At least 10 years of experience managing IT or cybersecurity programs of comparable size and complexity.
• At least 5 years of experience determining staffing requirements across diverse technical skill sets and labor categories.
• At least 5 years of experience with contract financial monitoring, performance monitoring, and metrics tracking.
• Direct experience leading large multidisciplinary technical teams and managing subcontractors.

Nice to have

• Leadership experience in DoD enterprise IT, global infrastructure, cybersecurity, NOC/SOC, or CIO-support environments.
• Experience managing multiple complex technical workstreams concurrently.
