Technical Program Manager - TS/SCI (Cybersecurity)

What you will do

• Lead management, administration, quality control, and oversight for contractor and subcontractor personnel.
• Manage program scope, staffing, schedules, costs, resources, risks, performance, and deliverables.
• Establish program governance, performance tracking, status reporting, stakeholder communication, and risk management processes.
• Oversee manpower requirements across diverse technical skill sets and labor categories.
• Prepare and deliver technical status reports covering progress, staffing, risks, corrective actions, schedules, travel, and required Government actions.
• Support quality assurance, workforce continuity, transitions, knowledge transfer, training, certifications, and security documentation.

Requirements

• TS/SCI clearance eligibility required.
• Active Project Management Professional certification required.
• At least 10 years of experience managing a project or program of similar size and complexity.
• At least five years of experience determining manpower requirements across diverse technical skill sets and labor categories.
• At least five years of experience monitoring contract financial and operational performance using performance metrics.
• Authority to make organizational decisions, commit company resources, and respond to Government concerns and program requirements.

Nice to have

• Experience managing large Department of War IT, cybersecurity, cloud, infrastructure, DevSecOps, or enterprise modernization programs.
• Experience managing geographically distributed personnel, subcontractors, and multidisciplinary technical teams.
• Familiarity with the Risk Management Framework, Authorization to Operate processes, Department of War cybersecurity requirements, and Department of War 8140 workforce compliance.
• Experience with firm-fixed-price programs, formal deliverables, service-level requirements, performance metrics, transitions, staffing continuity, and customer communications.
