TL;DR
Program Controls Analyst Lead (Aerospace): Developing and managing cost baselines, forecasts, earned value metrics, and integrated program controls for aerospace, defense, NASA, DoD, and commercial programs with an accent on cost-schedule integration, EVMS compliance, and enterprise planning tool implementation. Focus on analyzing BCWS, BCWP, ACWP, EAC, and ETC, supporting Integrated Baseline Reviews, and coordinating financial reporting across program and corporate stakeholders.

Location: Folsom, California, United States. Occasional travel to other business sites is required. Applicants must be U.S. Persons eligible to obtain required export authorizations under ITAR and EAR regulations.

Base salary range: $123–$456 USD.

What you will do

  • Develop, maintain, and analyze time-phased cost baselines, actuals, forecasts, and performance metrics across commercial, Firm-Fixed Price, Cost-Plus, and EVMS-compliant programs.
  • Support Performance Measurement Baselines, Integrated Baseline Reviews, earned value reporting, variance analysis, Estimates at Completion, and Estimates to Complete.
  • Coordinate cost-schedule integration with Program Controls Schedulers and collaborate with Program Managers, CAMs, Engineering, Contracts, Procurement, and Finance.
  • Support the transition from legacy forecasting and planning tools to ForProject and Empower.
  • Prepare cost volumes, Basis of Estimate documentation, schedule and cost planning, customer data calls, PMRs, and financial reviews.
  • Improve cost-control processes, reporting standards, tool integrations, and EVM policies while mentoring junior analysts.

Requirements

  • Five or more years of experience in program controls, cost analysis, or financial planning in aerospace, defense, or similarly complex technical environments.
  • Bachelor’s degree in finance, business administration, or a related field.
  • Experience with program cost control, performance measurement, earned value analysis, budgeting, and forecasting.
  • Strong knowledge of EVM principles and ANSI/EIA-748 compliance.
  • Proficiency with Microsoft Excel, cost reporting tools, and working knowledge of Microsoft Project.
  • Must be a U.S. Person and eligible to obtain required U.S. export authorizations.

Nice to have

  • Experience with ForProject, Deltek Cobra, wInsight, EVMS, NetSuite, or equivalent tools.
  • Experience integrating cost, schedule, finance, and ERP systems.
  • Familiarity with NASA, DoD, or commercial aerospace program controls, IPMR Formats 1–7, customer reporting, and audit readiness.
  • Experience with proposal pricing, Basis of Estimate development, and transition from pursuit to execution.
