TL;DR
Mitigation and Resilience Consultant (Disaster Management): Supporting nationwide hazard mitigation planning, federal grant assistance, floodplain management, and resilience projects with an accent on benefit-cost analysis, risk assessments, policy research, and grant writing. Location: Remote within the United States, with up to 25% travel for program needs. A valid U.S. driver’s license and successful Motor Vehicle Records check are required.

Salary: $60,000–$75,000 base salary. The stated full-time pay range is $61,232–$104,094.

What you will do

  • Conduct policy research, document reviews, benefit-cost analysis, and data analysis for hazard mitigation and resilience planning.
  • Scope and manage resilience and hazard mitigation grants in line with policy requirements, guidelines, and best practices.
  • Support hazard mitigation, long-term recovery, and resilience strategies, including grant funding roadmaps.
  • Develop grant applications, funding strategies, checklists, reports, dashboards, and other client-ready tools.
  • Prepare agendas and presentations and work directly with clients, contractors, and project leads.
  • Support business development through proposal writing, white papers, opinion pieces, and marketing materials.

Requirements

  • Bachelor’s degree in planning, public or environmental health or policy, economics, or a similar field.
  • At least 2 years of experience conducting research, data analysis, policy reviews, resilience or mitigation planning, standard operating procedures, and grant applications.
  • At least 2 years of hands-on experience writing and managing federal resilience or mitigation grants.
  • Ability to travel by air and vehicle as required for program needs.
  • Valid U.S. driver’s license and ability to pass a Motor Vehicle Records check.
  • Strong written and verbal communication, organization, time management, client collaboration, and intermediate Microsoft Office skills.

Nice to have

  • Master’s degree in planning, public or environmental policy, economics, or a similar field.
  • Experience with EPA State Revolving Funds, FEMA Hazard Mitigation Assistance, HUD CDBG-DR or MIT programs, and the FEMA BCA Toolkit.
  • Grant experience involving complex infrastructure or housing programs.
  • Experience with GIS, FEMA Hazus, federal and state funding agencies, or client and project manager coordination.
  • ASFPM Certified Floodplain Manager certification.
