Overarching Program Lead (AI)

Location: Hybrid in Rockville, Maryland, or remote within the continental United States (CONUS); up to 10% CONUS travel.

Salary: $216,000–$240,000 per year.

What you will do

• Lead product-line delivery for the VA Supply Chain Management DevSecOps program and serve as the primary contact for VA leadership.
• Direct Sub-Product Line Leads and functional teams, coordinating cross-product delivery issues and technical work with external partners.
• Own the strategic roadmap and program backlog, and lead quarterly SAFe PI Planning events to manage capacity and dependencies.
• Oversee ATO and Section 508 compliance, requirements sequencing, deployment planning, modernization, software updates, and AI technology adoption.
• Track delivery metrics, customer feedback, program risks, and performance evidence for contract growth and future proposals.
• Coach team leads, support career development and recruiting, improve delivery processes, and contribute to quality audits and industry thought leadership.

Requirements

• At least 12 years of overall IT delivery experience, including 5 years leading federal IT programs across multiple products.
• At least 5 years in SAFe leadership roles, such as Release Train Engineer, with experience managing large-scale Agile planning and dependencies.
• Experience with VA IT product-line management processes, including the VIP Guide, security authorizations, and the PLM Playbook.
• Experience leading multidisciplinary technical teams of 20 or more people and balancing legacy-system maintenance with modernization.
• Proficiency with Jira, GitHub, ServiceNow, delivery metrics, roadmap and backlog management, risk tracking, cloud platforms, and DevSecOps.
• Required: high-level SAFe certification and SAFe Agilist or Product Owner/Product Manager certification; bachelor’s degree in cybersecurity, information systems, computer science, or a related field. Tier 2 / Moderate Risk Background Investigation and ability to obtain a VA PIV credential are required.

Nice to have

• PMP, SAFe Lean Portfolio Management, ITIL 4 Foundation, or Security+ certification.
• Master’s degree.
