IT Program Manager (DevSecOps)

Location: Rockville, Maryland, or remote within the continental United States (CONUS); up to 30% CONUS travel.

Salary: $189,546–$210,875 per year, with potential additional compensation such as bonuses.

What you will do

• Lead overall program delivery, contract performance, financial management, staffing, and customer satisfaction.
• Serve as the primary program representative to VA leadership and maintain customer relationships.
• Lead, mentor, and develop large Agile/SAFe delivery teams across multiple products.
• Manage subcontractors, partners, and multi-vendor performance.
• Oversee schedules, dependencies, risks, issues, metrics, forecasting, cost, margin, and invoicing.
• Partner with Talent Acquisition, HR, account growth, and business development teams.

Requirements

• 12+ years of IT program or project management experience, including 5+ years managing large federal IT services contracts valued at $10M+ annually.
• 5+ years leading Agile/SAFe DevSecOps delivery organizations of 100+ FTEs across multiple concurrent products.
• Experience managing program financials, staffing, risks, schedules, performance, customer relationships, multi-vendor teams, and federal task orders.
• Experience with CLIN-based deliverables, QASP-driven performance management, and tools such as Jira, GitHub, ServiceNow, SharePoint, or MS Project.
• PMP and SAFe Agilist, SAFe Program Consultant, or equivalent SAFe certification required.
• Bachelor’s degree in Computer Science, Information Systems, Engineering, Business, or a related field; Tier 2 / Moderate Risk Background Investigation and ability to obtain a VA PIV credential required.

• Master’s degree.
• Experience with VA OIT, VHA, federal healthcare, supply chain, or logistics programs.
