Deputy IT Program Manager

Location: Hybrid in Rockville, Maryland, or remote within the continental United States (CONUS). Travel up to 10%.

Salary: $192,000–$215,000 per year, with potential additional compensation such as bonuses.

What you will do

• Run day-to-day operations for the Department of Veterans Affairs Supply Chain Management DevSecOps program.
• Lead operating rhythms, weekly meetings, Program Management Reviews, and PI Planning logistics.
• Oversee contract deliverables, reporting, quality control, schedules, risks, POA&M tracking, and risk alerts.
• Manage program financials, invoicing, travel budgets, subcontractor execution, workshare, and deliverable hand-offs.
• Lead onboarding, offboarding, staffing, Optional Task Scrum Team activation, and people management for program leads.
• Support account growth, proposals, reusable program management playbooks, quality audits, and delivery best practices.

Requirements

• 8+ years of IT program or project management experience, including 3+ years leading $5M+ federal contracts.
• 3+ years managing Agile or SAFe delivery for 25+ full-time employees across multiple products.
• Experience with federal contract deliverables, subcontractor management, financial oversight, contract modifications, integrated master schedules, critical path analysis, and POA&M tracking.
• Proficiency with Jira, GitHub, ServiceNow, MS Project, and MS Teams.
• PMP or CAPM with PMP, plus SAFe Agilist, SAFe Program Consultant, or equivalent certification.
• Bachelor’s degree in Computer Science, Information Systems, Engineering, Business, or a related field; ability to obtain a VA PIV credential and complete a Tier 2 / Moderate Risk Background Investigation.

Nice to have

• Familiarity with VA OIT processes, including VIP, ATO/A&A, and PIV onboarding.
• Experience with AI-assisted SDLC tools.
• Key Personnel experience on VA or DoD health IT contracts, especially VHA supply chain or logistics programs.
• Master’s degree.
