TL;DR
Project Manager, Project Development (Fusion Energy): Managing siting, regulatory engagement, environmental permitting, and land-use approvals for a grid-scale commercial fusion power plant with an accent on utility-scale development, regulatory strategy, and multi-disciplinary coordination. Focus on evaluating project locations, securing environmental and utility approvals, coordinating technical studies, and building scalable permitting systems with AI and advanced digital tools.

Location: Devens, Massachusetts, United States; hybrid workplace. The role requires up to 25% travel, including day trips and overnight travel, and occasional nights, weekends, or on-call work.

What you will do

  • Evaluate potential project locations using fatal flaw analyses and GIS, including topography, generation and water availability, environmental constraints, and site viability.
  • Assess land-use policies, zoning regulations, tax structures, transmission availability, substation capacity, and grid infrastructure.
  • Support land acquisition negotiations, site control plans, options, leases, rights-of-way, title reviews, ALTA surveys, environmental assessments, and preliminary geotechnical reviews.
  • Lead early community outreach and represent the project at public hearings, regulatory proceedings, and community forums.
  • Lead environmental and regulatory permit applications, including Wetlands, Air Quality, NPDES, Storm Water, and CPCN filings.
  • Coordinate engineering, legal, finance, origination, external affairs, consultants, and contractors while managing schedules, compliance systems, risk registries, and permitting frameworks.

Requirements

  • Bachelor’s degree in Environmental Science, Environmental Engineering, Urban or Regional Planning, Public Policy, Law, or a related technical field.
  • 5–8+ years of experience leading environmental permitting, regulatory compliance, or land-use approvals for utility-scale energy, thermal power generation, or large industrial infrastructure projects.
  • Technical expertise in federal and state environmental regulations, including the Clean Water Act, Clean Air Act, NEPA, or state equivalents.
  • Exceptional project management, written communication, and verbal communication skills.
  • Ability to work in a facility with industrial hazards, including heat, cold, noise, fumes, strong magnets, lead, high voltage, high current, pressure systems, and cryogenics.
  • Ability to perform extended periods of typing, standing, and sitting, and to travel up to 25%.

Nice to have

  • Master’s degree or advanced technical degree.
  • Experience with state public utility commission filings and PMP certification.
  • Proficiency with MS Project, Primavera P6, and GIS applications.
