What you will do

• Lead planning, coordination, and delivery of technology initiatives supporting the Administration for Children and Families and the Children’s Bureau.
• Manage project schedules, milestones, risks, issues, dependencies, status reporting, and coordination with the ACF Tech PMO.
• Facilitate requirements workshops, interviews, working sessions, solution reviews, and consensus-building with business and technical stakeholders.
• Define requirements, user stories, process models, use cases, acceptance criteria, and traceability artifacts for workflow automation, document management, reporting, and relationship management solutions.
• Collaborate with technical teams throughout the system development lifecycle and support Agile planning, backlog refinement, demonstrations, and releases.
• Lead User Acceptance Testing, including test planning, test case development, execution, defect management, and business validation.

Requirements

• Bachelor’s degree in Information Systems, Computer Science, Business, Public Administration, Project Management, or a related field.
• 5+ years of experience managing or leading IT projects, business analysis activities, or system implementation initiatives.
• Eligibility to obtain and maintain a federal Public Trust clearance.
• Strong leadership, facilitation, stakeholder management, analytical, problem-solving, and decision-making skills.
• Experience gathering and managing business requirements, developing project plans, managing risks and issues, and coordinating cross-functional teams.
• Experience leading User Acceptance Testing and supporting software delivery with Agile methodologies.

Nice to have

• Experience supporting federal health and human services programs, especially ACF or the Children’s Bureau.
• Knowledge of child welfare information systems, federal APD processes, CCWIS, or State and Tribal technology initiatives.
• Experience delivering custom applications in cloud environments, especially AWS.
• Experience with AI-assisted or human-in-the-loop review workflows and phased federal security authorization processes.
