Sub Product Line Lead (SPL Lead)

Location: Hybrid in Rockville, Maryland, or remote within the continental United States (CONUS); up to 10% travel within the US.

Salary: $199,000–$220,000 per year, with potential additional compensation such as bonuses.

What you will do

• Own delivery outcomes, roadmap execution, backlog health, PI objectives, dependencies, and release sequencing for an assigned sub-product line.
• Act as the Release Train Engineer, facilitate Agile events, report progress, and direct Scrum Masters, team leads, and technical experts.
• Maintain clear, testable requirements and coordinate quarterly planning, release readiness, deployments, and technical dependencies.
• Manage security compliance, track Authority to Operate status, and monitor program risks and issues.
• Evaluate new project requests, estimate team sizing, and coordinate data, architecture, and infrastructure requirements.
• Support team development, technical hiring, business growth, delivery process improvements, AI use-case identification, and quality audits.

Requirements

• At least 8 years of IT delivery experience, including 3 years managing multiple Agile teams on federal IT programs.
• At least 3 years of experience in supply chain or healthcare logistics, including facility management, medical technology, or inventory.
• Experience with VA IT product line management, the VIP Guide, VA PARS, and security authorization processes.
• Experience balancing legacy system maintenance and modernization using roadmaps, backlogs, dependencies, and Jira.
• Strong knowledge of Jira, GitHub, ServiceNow, Agile delivery metrics, and DevSecOps pipelines.
• Ability to obtain a Tier 2 / Moderate Risk Background Investigation and VA PIV credential; a bachelor’s degree in cybersecurity, information systems, computer science, or a related field is required.

Nice to have

• Experience with VA supply chain platforms such as Maximo, Nuvolo, or IFCAP.
• Experience with health record integration and AI-assisted software tools.
• Master’s degree, SAFe Release Train Engineer or Scrum Master certification, and SAFe Agilist or Product Owner/Manager certification.
