Release Manager (ServiceNow): Leading release governance, IT change control, and deployment coordination for a federal VA supply chain and logistics DevSecOps product line with an accent on release readiness, ATO documentation, and zero-disruption production cutovers. Focus on sequencing multi-team deployments, coordinating CAB and IOC processes, managing rollback and hypercare periods, and improving release performance through DORA metrics and AI-assisted tools.

Location: Hybrid in Rockville, Maryland, United States; travel within the continental United States may be required.

Salary: $189,000–$210,000 per year, with potential additional compensation.

What you will do

  • Lead release governance, IT change control, and deployment coordination across the product line while guiding Scrum Masters and Release Train Engineers.
  • Manage the ServiceNow release calendar, sequence deployments, and deconflict releases with the master schedule.
  • Assemble and quality-check Build Release Packages, including code, test results, and ATO security documentation.
  • Coordinate CAB reviews, Initial Operating Capability phases, production cutovers, rollback rehearsals, and post-deployment acceptance.
  • Oversee 90-day hypercare, defect resolution, Release and Deployment Support Packages, and release performance metrics.
  • Develop reusable release templates, contribute to proposals and hiring, mentor team members, and evaluate AI-assisted deployment tools.

Requirements

  • 8+ years of IT release management experience on federal programs, including 3+ years coordinating deployments across multiple Agile or SAFe teams and enterprise systems.
  • Experience with release calendars, CI/CD pipelines, IT change control, CAB coordination, ServiceNow, Jira, and GitHub.
  • Ability to produce release documentation for federal health systems, including operations manuals, deployment guides, and disaster recovery plans.
  • Experience with IOC releases, zero-disruption cutovers, rehearsed rollbacks, hypercare, ATO security compliance, Section 508, and DORA metrics.
  • Required certifications: SAFe Release Train Engineer or SAFe Scrum Master with RTE certification within 12 months of hire, and ITIL 4 Foundation.
  • Bachelor’s degree in computer science, information systems, engineering, business, or a related field; ability to work at a computer for extended periods.

Nice to have

  • Experience with VA supply chain products such as Maximo or Nuvolo and enterprise rollouts such as Oracle Health EHR.
  • Master’s degree, ITIL 4 Managing Professional or Specialist, SAFe SPC or DevOps, PMP or PMI-ACP, ServiceNow certification, and Security+ or equivalent.
