Human Resources Business Partner

Location: Onsite in San Diego, California, with responsibility across multiple sites and travel between sites as needed. Applicants must be U.S. Persons eligible under ITAR and EAR requirements.

Base salary: $125,000–$155,000 USD annually, excluding benefits and bonus or incentive compensation.

What you will do

• Serve as the strategic people partner for a core business division and member of the site leadership team.
• Advise leaders on organizational challenges, engagement, retention, culture, and leadership effectiveness.
• Lead employee relations matters, including investigations, grievances, conflict resolution, and confidential case management.
• Own workforce planning, staffing strategy, performance management, succession planning, leadership development, and organizational design.
• Support change management, continuous improvement, standard work, and adoption of new operating practices.
• Maintain HR data, process payroll, support reporting and analytics, and partner with HR Centers of Excellence.

Requirements

• Bachelor’s degree in Human Resources, Business Administration, Organizational Development, a related field, or equivalent experience.
• 8+ years of progressive HR experience, including at least 5 years in a dedicated HR Business Partner role.
• Experience supporting highly technical, engineering-heavy, and manufacturing workforces.
• Knowledge of federal and multi-state employment law; California experience is strongly preferred.
• Experience with HRIS platforms such as ADP or Workday, workforce analytics, and Microsoft Excel reporting and formulas.
• Must be a U.S. Person and eligible to obtain required export authorizations.

Nice to have

• PHR, SPHR, SHRM-CP, or SHRM-SCP certification.
• Experience in government contracting, defense, aerospace, or national security.
• Familiarity with DCAA compliance and OFCCP obligations.
