Salary: $133,000–$247,000 annually

What you will do

  • Lead a team of subcontract professionals, including hiring, mentoring, training, performance management, and engagement.
  • Manage the full subcontract lifecycle from proposal development through award, administration, performance monitoring, modification, and closeout.
  • Develop subcontracting strategies for complex technical products and services in coordination with Business Development, Capture, Contracts, Program Management, Finance, and Legal.
  • Lead subcontract negotiations, proposal pricing reviews, cost and price analyses, and preparation of negotiation and award documentation.
  • Analyze prime contract and solicitation requirements and implement FAR, DFARS, customer, and regulatory flowdowns.
  • Serve as the escalation point for subcontract risks, compliance matters, audits, supplier performance, and process improvement.

Requirements

  • Bachelor’s degree and 12 years of relevant experience, or a graduate degree and 10 years of experience; 16 years of relevant experience may substitute for a degree.
  • At least 5 years of leadership or management experience.
  • At least 5 years of experience with FAR, FAR Part 15 negotiated procurements, DFARS, and federal procurement regulations.
  • Experience negotiating and managing subcontracts with total values exceeding $75 million.
  • Experience supporting U.S. Government contracts, proposal development, procurement compliance, and supplier management.
  • Ability to acquire a Secret clearance within six months; security clearances may only be granted to U.S. citizens.

Nice to have

  • Experience with federal capture efforts, cost and price analysis, contractual flowdowns, subcontractor certifications, and compliance documentation.
  • Experience supporting DoD, Intelligence Community, civilian agency, or NASA contracts.
  • Knowledge of Cost Accounting Standards, Truthful Cost or Pricing Data requirements, DCAA audits, IDIQs, GWACs, and large-scale federal programs.
  • Advanced degree or certifications such as CPCM, CFCM, CPSM, or PMP.
