Program Manager (Security Operations)

What you will do

• Lead overall delivery, contract performance, customer satisfaction, and operational oversight for a large-scale federal security operations program.
• Direct 24/7/365 SOC operations, continuous monitoring, incident response, threat intelligence, vulnerability management, and penetration testing workstreams.
• Manage program budgets, forecasts, staffing plans, subcontractors, vendors, and resource allocation across a geographically distributed team.
• Own program governance, risk management, issue resolution, quality management, KPIs, SLAs, QASP metrics, and performance reporting.
• Lead executive briefings, government customer communications, governance meetings, and contractual reporting.
• Plan and execute transition-in and transition-out activities while maintaining operational continuity and knowledge transfer.

Requirements

• Bachelor’s degree in information technology, computer science, business, engineering, or a related field, or equivalent experience.
• 15 or more years of experience leading large-scale federal technology or security operations programs.
• Active PMP certification and a security certification such as CISSP, CISM, CEH, GIAC, or an equivalent credential.
• Active Secret clearance and eligibility for Top Secret/SCI clearance are required.
• Experience serving as the primary customer interface on complex federal contracts and managing task orders, deliverables, budgets, and financial reporting.
• Experience with federal cybersecurity governance, FAR, Agile, Scrum, SAFe, Project Management Plans, WBS, IMS, QCPs, risk registers, Microsoft Project, Jira, Confluence, ServiceNow, and reporting platforms.

Nice to have

• Active TS/SCI clearance.
• Experience managing federal Cybersecurity Service Provider or DoD Cyber Security Service Provider programs.
• ITIL certification.
• Experience with Zero Trust implementation, Post-Quantum Computing transition, or AI/ML cybersecurity programs.
• Experience supporting programs requiring 24/7/365 operational continuity.
