Program Manager (DoD HR Systems)

Location: Hybrid, with 1–2 days per week onsite in San Antonio, Texas

What you will do

• Lead day-to-day software development operations, maintenance, and modernization for DoD HR systems across multiple technology stacks.
• Serve as a liaison to government stakeholders, aligning technical delivery with mission priorities and contractual obligations.
• Apply predictive planning and agile delivery practices to balance priorities and meet performance metrics.
• Oversee and integrate work across multiple functional teams within a 150+ person program workforce.
• Coordinate technical and operational issue resolution, including documentation, action plans, and cross-team meetings.
• Identify opportunities for continuous improvement, innovation, automation, analytics, and cost savings.

Requirements

• Bachelor’s degree in engineering, computer science, mathematics, or a related discipline.
• 10+ years of IT experience, including 5+ years leading large IT programs in the DoD or other federal sectors.
• Experience integrating software development projects across technology stacks and platforms in federal government environments.
• Knowledge of compliance and cybersecurity frameworks, IT software development management, and agile delivery.
• Active PMP or PgMP certification and a recognized Agile certification such as CSPO, CSM, or comparable certification.
• Proficiency with Jira and Confluence; must be able to pass a US Government Security Clearance.

• Experience leading modernization efforts using automation, analytics, or AI/ML technologies.
• Experience implementing continuous improvement strategies and corrective actions.
• Experience managing geographically distributed teams.
