Project Manager II - Research & Development

Location: Boulder, Colorado; all positions must be performed within the United States, excluding U.S. Territories.

Salary: $111,246–$139,056 annually. A preferred salary range of $113,470–$141,840 is also listed.

What you will do

• Coordinate the planning and execution of multidisciplinary R&D projects involving research infrastructure, instrumentation, supercomputing facilities, systems, and scientific programs.
• Define and manage project scope, schedules, budgets, requirements, deliverables, performance metrics, risks, and change control.
• Develop integrated project plans using predictive, agile, and hybrid project management methodologies.
• Lead project teams, facilitate status reviews, monitor progress, and coordinate multiple projects in a time-sensitive environment.
• Engage NSF NCAR leadership, internal teams, sponsors, and external stakeholders including NSF, NASA, and NOAA representatives.
• Support project management process improvement, tool evaluation, and best-practice adoption within the FLPO/PMO.

Requirements

• Bachelor’s degree and 2–4 years of experience managing increasingly complex scientific and technical projects, or an equivalent combination of education and experience.
• Advanced experience with project scope, schedule, budget, performance metrics, risk, and cost management.
• Experience applying predictive project management principles, with the ability to use agile and hybrid approaches.
• Strong stakeholder engagement, leadership, matrix management, communication, conflict resolution, and presentation skills.
• Ability to understand, synthesize, and communicate technical information while managing multiple projects.
• Work must be performed within the United States, excluding U.S. Territories; visa sponsorship is not available.

Nice to have

• Project Management Professional (PMP) certification.
• Experience managing NASA, NSF, or other federally funded R&D projects.
• Experience supporting atmospheric or Earth system research projects, especially research infrastructure projects.
• Knowledge of NSF research infrastructure policies or NASA NPR 7120.5 project management requirements.
