Program Management Specialist

Location: San Diego, CA; onsite five days a week. U.S. citizenship and an active U.S. national security clearance, or the ability to obtain and maintain one, are required.

What you will do

• Develop dashboards, metrics, data visualizations, executive briefings, reports, and recommendations for leadership.
• Analyze operational and readiness challenges involving maintenance performance, fleet readiness, resource utilization, and mission-critical activities.
• Evaluate business and operational processes, identify root causes and inefficiencies, and recommend workflow improvements.
• Support Navy strategic planning sessions, working groups, and leadership engagements by coordinating actions and tracking progress.
• Evaluate analytics, visualization, project management, and collaboration platforms including Tableau, Palantir Foundry, JIRA, and similar tools.
• Coordinate improvement initiatives among military personnel, government civilians, contractors, technical teams, and leadership.

Requirements

• Active U.S. national security clearance or ability to obtain and maintain one.
• U.S. citizenship is required for the necessary personnel security eligibility.
• Seven years of experience in engineering or science management, operations research analysis, or financial/cost analysis.
• Significant experience supporting DoD, Navy, or other federal programs.
• Experience with program analysis, operations, process improvement, project management, executive reporting, dashboards, and performance metrics.
• Strong analytical, problem-solving, written, verbal, and cross-functional communication skills.

Nice to have

• Experience with Navy readiness, C5I, maintenance, fleet operations, Navy enterprise systems, or lifecycle support.
• Knowledge of continuous improvement, Lean, process mapping, or performance management methodologies.
• Advanced technical degree or experience as a Chief Engineer, Lead Systems Engineer, or similar technical lead.
• Experience with DoD engineering or acquisition processes and relevant professional certifications.
