Stormwater Design Engineer

What you will do

• Provide senior-level technical guidance to the City of Richmond's Water Resources Office.
• Review complex development projects, site plans, stormwater permits, and regulatory compliance requirements.
• Design and review stormwater conveyance, detention, water quality treatment, Green Infrastructure, and Low Impact Development solutions.
• Perform hydraulic and hydrologic analyses, floodplain modeling, watershed assessments, and No-Rise analyses.
• Support MS4, Combined Sewer System, environmental, stream, and wetland compliance programs.
• Develop technical guidance, design standards, quality assurance processes, and mentoring for multidisciplinary teams.

Requirements

• 5–10 years of stormwater design experience and extensive experience reviewing complex land development and infrastructure projects.
• Professional Engineer (PE) license required; Virginia registration is strongly preferred.
• Extensive experience with stormwater management, municipal drainage systems, watershed management, and climate-resilient water resources planning.
• Knowledge of Virginia stormwater, erosion and sediment control, Chesapeake Bay Preservation Act, and City of Richmond requirements.
• Experience with FEMA floodplain regulations, LOMRs, CLOMRs, No-Rise analyses, and environmental compliance.
• Proficiency with EPA SWMM, HEC-RAS, HEC-HMS, HydroCAD, TR-55, AutoCAD Civil 3D, MicroStation, OpenRoads, InfraWorks, Bluebeam, and ArcGIS tools.

• Experience supporting Virginia local governments with stormwater permitting and development review.
• Experience evaluating innovative stormwater technologies and resilient infrastructure solutions.
• Experience developing technical guidance, design standards, and process improvements.
• Experience with Bentley OpenFlows StormCAD.
