Location: Remote within the United States; must be based in and/or able to travel extensively across the Northeast, Mid-Atlantic, West, Pacific & Alaska, Midwest, and Central regions. Travel up to 50%, typically 25–50% and higher during active disaster response periods.
Salary: $131,256–$223,134 annually, based on full-time employment.

What you will do
- Build the Public Assistance and Recovery presence across the assigned FEMA regions and prioritize target states for expansion.
- Develop regional capture strategies, map target clients, build teaming partnerships, and grow the business development pipeline.
- Establish senior relationships with state and local emergency management agencies, risk and insurance offices, and public assistance grant recipients.
- Lead regional proposal development, including capture teams, technical volumes, RFP compliance, schedules, pricing, and teaming strategy.
- Own regional portfolio P&L and oversee scope, schedule, budget, FEMA compliance, and quality for awarded engagements.
- Recruit and manage Project Managers and subject-matter experts while establishing staffing plans, utilization planning, delivery processes, and quality controls.
Requirements
- Bachelor’s degree.
- 7+ years of combined emergency management/FEMA experience, including 3+ years in a leadership or client-facing capacity.
- 3+ years of direct experience managing multi-client portfolios and Project Managers.
- Experience winning or managing state master service agreements, on-call contracts, or other long-term procurement vehicles.
- Working knowledge of the FEMA Public Assistance Program, including the Stafford Act, 44 CFR Part 206, and PAPPG.
- Willingness to travel extensively, up to 50%, within the assigned regions.
Nice to have
- Existing relationships with state emergency management agencies, risk and insurance offices, or recovery organizations in the assigned FEMA regions.
- Experience with emergency planning, preparedness, EOC activations, or incident management.
- PMP or CEM certification.
