Emergency Humanitarian Access, Safety and Security Advisor (Humanitarian Security)

Location: Dakar, Senegal; open to national candidates or candidates resident in Kenya, the UK, Geneva, or another country with an IRC office. Up to 40% international travel may be required, including to areas affected by armed conflict.

Compensation: CHF 100,000–115,000 per year for Switzerland-based roles; GBP 60,000–66,000 per year for UK-based roles.

What you will do

• Develop crisis scenarios, access strategies, acceptance approaches, and risk-management plans with country and emergency response teams.
• Support safety and security risk analysis, incident management, preparedness, contingency planning, and alignment with IRC security standards.
• Build relationships and negotiate with authorities, armed groups, security actors, communities, and other stakeholders to sustain humanitarian access.
• Develop humanitarian access, safety, security, and preparedness systems, tools, guidance, and knowledge resources.
• Design and deliver training, coaching, mentoring, peer learning, humanitarian negotiation, READI, and context-analysis activities for staff and partners.
• Collaborate with consortium partners and internal teams to strengthen partnerships, capacity sharing, learning, and cross-contextual application.

Requirements

• At least 8 years of experience in international humanitarian assistance or NGO programs, including safety and security work in complex and volatile environments.
• Substantial practical experience in humanitarian access, humanitarian negotiation, civil-military coordination, security management, or related areas.
• Experience facilitating learning and developing tools, guidance, and training materials for practitioners.
• Advanced skills in humanitarian negotiation, humanitarian-military relations, and/or engagement with armed groups.
• Strong analytical, diplomatic, communication, relationship-building, training, coaching, and influencing skills.
• Fluency in written and spoken English and French is required.

Nice to have

• Arabic or Spanish language skills.
• Experience addressing gender-specific risks and barriers affecting marginalized or underrepresented groups.
