Programme Manager Decarbonisation

What you will do

• Lead the development and delivery of public-sector estate decarbonisation programmes across Bristol City Leap’s portfolio.
• Develop and maintain the Estate Decarbonisation Strategy and create a prioritised pipeline of investable, deliverable projects.
• Identify and evaluate energy-efficiency, heat-decarbonisation, renewable-energy, retrofit, and grant-funded investment opportunities.
• Manage programme governance, business cases, approvals, budgets, forecasts, risks, dependencies, milestones, and performance reporting.
• Develop funding applications and ensure delivery meets grant obligations, carbon targets, social-value objectives, and commercial outcomes.
• Build stakeholder relationships, present recommendations to boards and steering groups, and recruit and lead a growing multidisciplinary team.

Requirements

• Relevant professional experience in programme management, decarbonisation, energy, infrastructure, construction, asset management, or a related field.
• Strong understanding of public-sector estate decarbonisation, including energy efficiency, heat decarbonisation, renewable energy, retrofit, and net-zero strategies.
• Experience delivering complex decarbonisation, energy, infrastructure, construction, or asset-improvement programmes.
• Experience developing business cases, investment proposals, programme governance documentation, and working with public-sector organisations or local authorities.
• Knowledge of public-sector funding mechanisms, grant programmes, procurement, assurance, and delivery processes.
• Strong senior-stakeholder communication, commercial awareness, strategic thinking, and programme leadership skills.
