Program Manager, Software Development

Location: Remote within the continental United States, or a nearby hirify.global facility. U.S. citizenship, current DHS/CBP suitability, and an active U.S. Government security clearance are required.

Salary: $134,000–$178,000–$195,800 annually in the Washington, DC metropolitan area. Other U.S. locations may have different market-driven ranges.

What you will do

• Lead end-to-end execution of the Kestrel and FALCON programs, including customer engagement, technical delivery, schedules, deliverables, risks, staffing, and performance.
• Coordinate a multidisciplinary team of approximately 12–16 software engineers, data scientists, systems engineers, and technical staff.
• Manage CPFF contract execution, cost tracking, burn rates, forecasts, staffing plans, EAC inputs, invoicing support, and coordination with finance and contracts.
• Lead customer-facing status meetings, program reviews, technical discussions, planning sessions, deliverable reviews, and issue-resolution activities.
• Translate mission priorities and contractual requirements into program plans, technical workstreams, roadmaps, backlogs, sprints, and release plans.
• Support software engineering, data science, analytics, data pipeline, systems integration, operational support, recruiting, onboarding, and team development activities.

Requirements

• U.S. citizenship and current DHS/CBP suitability are required.
• An active U.S. Government security clearance is required; applicants without the required clearance are not eligible.
• Bachelor’s degree in business, engineering, computer science, information systems, data science, program management, or a related field, or four additional years of relevant experience in lieu of a degree.
• At least 6 years of experience in program management, technical project management, software delivery management, systems engineering management, data science support, or related technical leadership.
• Experience managing customer-facing technical programs or multidisciplinary teams in a government contracting environment, including cost, schedule, staffing, risk, and deliverable performance.
• Working knowledge of agile software development practices and tools such as Jira, Confluence, and Git-based workflows, with technical fluency in software delivery, data pipelines, analytics, APIs, and integrations.

Nice to have

• Program management experience in CPFF, T&M, or mixed contract environments.
• Experience supporting the Department of Homeland Security, CBP, or DHS S&T.
• Prior hands-on experience in software engineering, systems engineering, data engineering, data science, analytics, or technical delivery.
• Experience with cloud environments, containerized deployments, CI/CD, streaming data architectures, APIs, databases, and modern software delivery.
• Experience leading roadmap, backlog, sprint, release, and prioritization activities with technical leads and customers.
