Associate Counsel (Pharmacy Benefit Management)

Location: Remote Flex in North Carolina; virtual work with a few in-office visits each year. The role may involve connection with the Durham headquarters, and onsite expectations are discussed during the interview process.

Salary: $130,560–$208,896 per year, plus annual incentive bonus and benefits.

What you will do

• Provide legal support for PBM services and administration of the North Carolina State Health Plan PBM contract.
• Review and interpret PBM contracts, vendor obligations, performance guarantees, reporting requirements, financial terms, audit rights, data obligations, and implementation commitments.
• Advise pharmacy, compliance, operations, data, finance, vendor management, and executive stakeholders on contractual, regulatory, privacy, security, and data governance matters.
• Support pharmacy benefit initiatives, benefit changes, vendor integrations, member communications, reporting processes, and operational workflows.
• Respond to audits, investigations, regulatory requests, public records requests, complaints, appeals, grievances, claims issues, pharmacy network matters, and vendor disputes.
• Monitor legal and regulatory developments and deliver training on relevant legal, contractual, and compliance requirements.

Requirements

• Graduate of an accredited law school.
• At least 3 years of experience in a related field.
• Licensed to practice law.
• Strong knowledge of state and federal laws and regulations affecting pharmacy benefits and health plan operations.
• Strong issue-spotting, judgment, written communication, oral communication, and contract interpretation skills.
• Ability to work in the Remote Flex arrangement for North Carolina, with occasional in-office visits.

Nice to have

• Experience with PBM contracts, pharmacy benefits, health plan administration, self-funded plans, government health programs, or large employer health plans.
• Familiarity with North Carolina General Statutes Chapter 135, the North Carolina State Health Plan, public procurement, government contracting, and public records laws.
• Experience with rebates, formularies, pharmacy networks, specialty pharmacy, claims administration, vendor oversight, privacy, data use, transparency, and regulatory compliance.
• Experience reviewing complex service agreements, performance guarantees, implementation requirements, reporting obligations, financial terms, and audit provisions.
