TL;DR
Journeyman Systems Engineer (GIS Engineer) (GIS/Python/ArcGIS): Supporting secure enterprise geospatial data services and GIS platform operations for the U.S. Coast Guard with an accent on data management, system integration, DevSecOps, and configuration baselines. Focus on validating geospatial deliverables, maintaining metadata and data quality standards, supporting platform migrations, and ensuring integrations follow architectural guardrails and DISA STIGs.

Location: Kearneysville, West Virginia, United States; hybrid position. Physical access to Coast Guard facilities is not required, and the work can be performed remotely.

Salary: $95,000–$120,000 annually

What you will do

  • Support the development, maintenance, evaluation, and deployment of enterprise geospatial systems and reusable geospatial data services.
  • Review and validate web maps, spatial analyses, geoprocessing tools, and other contractor-developed geospatial deliverables.
  • Translate mission requirements into technical specifications and assist with routine GIS software deployment issues.
  • Support application and service integration into DevSecOps environments, platform migrations, monitoring, and reporting.
  • Maintain migration documentation, onboarding checklists, deployment procedures, metadata standards, schema baselines, and data quality guidelines.
  • Assess GIS environments and system architectures for compliance with security requirements, architectural guardrails, DISA STIGs, and CUI handling procedures.

Requirements

  • High school education with 6–9 years of experience or equivalent experience.
  • DoD 8570 IAT Level II certification, such as Security+ CE, CySA+, CCNA-Security, GICSP, GSEC, CND, or SSCP.
  • Basic Python programming skills and foundational experience with PostgreSQL or other relational databases.
  • Familiarity with ArcGIS Data Store or comparable GIS data management tools.
  • Experience with system lifecycle management, infrastructure engineering, configuration management baselines, and enterprise task-tracking tools such as Jira, Azure DevOps, or ServiceNow.
  • Public Trust clearance and completion of the USCG Privileged User Management Program Process are required.

Nice to have

  • Experience with ArcGIS Pro, ArcGIS Enterprise, ArcGIS Online, or the ArcGIS REST API.
  • Background supporting U.S. Coast Guard, DHS, or federal maritime data initiatives.
  • Knowledge of containerization with Docker or Kubernetes and infrastructure as code or automation scripting with Bash or PowerShell.
