Program Manager (Ocean Technology)

Location: USA; U.S. citizenship required

Salary: $130,000–$140,000 per year

Provides technical and administrative consulting services supporting federal agencies and ocean science programs.

What you will do

• Coordinate planning and execution of ocean-related projects with NOAA laboratories, universities, and cooperative institutes.
• Manage funding opportunities, including Broad Agency Announcements, Notices of Funding Opportunity, and marine geology grants.
• Support ship and ocean-platform operational planning, including requirements, missions, schedules, and resources.
• Prepare and coordinate inter-agency agreements, memoranda of understanding, spend plans, and task orders.
• Coordinate NOAA–U.S. Navy partnership activities, work groups, reporting, outreach, and annual program documentation.
• Track budgets and funding transfers, coordinate project reporting, and brief leadership on program status.

Requirements

• U.S. citizenship required.
• Ability to pass a background screening before employment.
• Bachelor's degree in business, management, or a related field.
• At least 5 years of experience managing federal contracts or project teams.
• Strong oral and written communication, problem-solving, and teamwork skills.
