Associate Counsel – State Health Plan Administration (Health Care)

Location: Hybrid Flex in Durham, North Carolina; office attendance at least two days per week. Candidates outside the local area may be considered in states listed on the posting; onsite expectations depend on the role and distance from the Durham headquarters.

Salary: $130,560–$208,896 annually, plus annual incentive bonus and benefits.

What you will do

• Provide day-to-day legal counsel for administration of the North Carolina State Health Plan TPA contract.
• Advise operational, network, implementation, compliance, finance, data, and executive teams on contractual, regulatory, and implementation matters.
• Draft, review, and negotiate provider, vendor, data-sharing, business associate, and other healthcare agreements.
• Research laws, regulations, administrative guidance, and case law affecting health plans, government programs, and third-party administration.
• Support audits, investigations, regulatory inquiries, public records requests, appeals, grievances, provider disputes, and member complaints.
• Guide benefit changes, network arrangements, vendor integrations, value-based care initiatives, and other large-scale healthcare projects.

Requirements

• Graduate of an accredited law school.
• At least 3 years of experience in a related field.
• Licensed to practice law in North Carolina or able to obtain a North Carolina license within one year of employment.
• Ability to analyze and communicate legal, regulatory, contractual, privacy, and compliance requirements.
• Strong written and oral communication skills, judgment, issue-spotting ability, and cross-functional collaboration skills.

Nice to have

• Experience with self-funded health plans, TPAs, health insurers, government-sponsored programs, or large employer health plans.
• Knowledge of ERISA, HIPAA, ACA, Medicare, Medicaid, healthcare privacy, or insurance regulation.
• Experience with public procurement, government contracts, bid protests, public records, provider contracts, or healthcare vendor arrangements.
• Experience supporting claims administration, appeals and grievances, utilization management, network management, or large-scale healthcare implementations.
