Senior Proposal Manager

Location: Remote within the United States, operating in the Eastern Time zone; expected hours are 9:00 AM to 5:00 PM Eastern. The role is associated with Columbia, MD. Occasional travel for training and project meetings is expected at less than 5% per year.

Salary: $101,900–$160,000 per year

What you will do

• Lead the full proposal lifecycle for federal RFPs and RFQs, managing milestones, schedules, action items, amendments, and deliverables.
• Support pre-RFP business development by monitoring solicitations, preparing RFIs and sources-sought responses, and assisting with white papers and customer meetings.
• Interpret solicitation requirements and evaluation criteria, then create compliance matrices, outlines, schedules, storyboards, and other proposal artifacts.
• Coordinate capture managers, solution architects, proposal writers, program managers, external partners, and large multi-partner teams.
• Author and edit non-technical proposal sections, including cover letters, past performance, resumes, and other persuasive content.
• Lead Pink, Red, and Gold Team reviews, proposal orals preparation, debriefs, retrospectives, and continuous improvement activities.

Requirements

• Bachelor’s degree in English, Communications, IT, or a related field.
• At least 10 years of federal pre-RFP and proposal development or management experience.
• Strong knowledge of the federal government contracting process and experience with large, complex federal proposals.
• Experience leading prime federal IT systems development proposals valued above $50 million.
• Strong proposal writing, editing, organization, communication, time management, and team leadership skills.
• Expertise in Microsoft Word, PowerPoint, Excel, SharePoint, Adobe Acrobat, and Illustrator.
