Federal Proposal Manager

Location: Washington, DC area; required to work from the downtown office 4 days per week

Annual salary: $132,000–$154,000 USD, plus benefits, potential equity, and potential bonus.

What you will do

• Lead the full lifecycle of Federal government proposals from opportunity kickoff through final submission.
• Develop competitive responses to RFPs, RFIs, RFQs, BAAs, and Sources Sought opportunities.
• Create compliance matrices, proposal outlines, schedules, storyboards, and win themes.
• Lead Pink, Red, and Gold Team reviews and drive resolution of review feedback.
• Coordinate contributions from sales, capture, technical teams, subject matter experts, contracts, pricing, finance, legal, operations, and leadership.
• Build Federal proposal processes, reusable materials, tools, and infrastructure, including final submissions through SAM.gov and agency portals.

Requirements

• 7+ years of experience managing Federal proposals, preferably for DoD, civilian agencies, or the intelligence community.
• Strong knowledge of Federal acquisition processes and proposal compliance standards, including FAR and DFARS requirements.
• Experience with Shipley or similar proposal methodologies.
• Excellent writing, executive communication, editing, presenting, stakeholder management, and internal communication skills.
• Proficiency with Microsoft Office and SharePoint; experience with proposal management software is beneficial.
• Bachelor’s degree required. Active or eligible security clearance and APMP certification are advantageous.
