Sector Design Deputy Manager (High-Speed Rail)

What you will do

• Support the Sector Manager during the co-development phase of the Alto High-Speed Rail programme.
• Lead multidisciplinary design coordination across alignment, earthworks, geotechnics, structures, drainage, roads, accesses, stations, utilities, track, traction power, signaling, telecoms, and related systems.
• Establish design management plans, deliverables registers, gated schedules, requirements matrices, and change-control processes.
• Chair interdisciplinary reviews, manage sector and adjacent-sector interfaces, and coordinate design inputs, RFIs, RFDs, clarifications, and third-party studies.
• Support procurement by defining package boundaries and preparing technical tender documentation.
• Monitor design schedules, budgets, risks, assurance findings, and recovery plans while preparing decision papers and trade-off analyses.

Requirements

• Bachelor’s or master’s degree in Civil, Structural, Transportation Engineering, or a related field.
• 8–12 years of experience in major transportation or railway design, including 3–5 years in design management on complex programmes.
• Strong technical breadth across alignment, earthworks, geotechnics, structures, hydrology, drainage, utilities, track systems, traction power/OCS, signaling/ETCS, and telecoms.
• Experience across the project lifecycle from concept through AFC and construction support, including commissioning and handover requirements.
• Experience managing design schedules and budgets, design assurance, requirements traceability, risk, change, and multidisciplinary teams.
• Professional Engineer licensure or eligibility for licensure is preferred, including P.Eng. registration in Canada where applicable.

Nice to have

• Direct high-speed rail experience and experience integrating greenfield HSR with existing rail.
• Experience with design-build, alliance, or PPP delivery models.
• Proficiency with BIM, common data environments, ISO 19650, model coordination, and data-driven assurance.
• Knowledge of RAMS principles and the CENELEC lifecycle.
• Bilingual English/French communication skills and sustainability or low-carbon design credentials.
