Operating Model Consultant (Public Sector / Health / Transport / Energy & Utilities)

Location: Belfast, United Kingdom. Hybrid working requires at least 2 days per week in the office or on a client site, with assignments sometimes requiring up to 5 days per week on a client site.

What you will do

• Design strategies, operating structures, and solutions for clients in the public sector, health, transport, and energy and utilities.
• Deliver projects spanning strategic design, business analysis, organisational design, programme definition, and design coherence.
• Work in blended, multidisciplinary teams with specialists across PA.
• Apply design thinking, analytical methods, and creative problem-solving to complex client challenges.
• Engage with clients and present recommendations and insights from operational teams to C-suite stakeholders.
• Contribute to digital operating model and AI operating model work and support the growth of the team.

Requirements

• At least 2 years of relevant experience.
• Experience shaping business strategy, organisational structures, or collaborative models with organisations and leadership teams.
• Ability to analyse customer, user, or citizen value and understand how technology can improve organisational effectiveness.
• Data-driven and human-centred problem-solving skills, with strong verbal and written communication.
• Experience delivering work within or for public sector, health, transport, and/or energy and utilities organisations.
• Applicants for relevant UK roles may need to meet security clearance requirements, including British citizenship or 5 years of continuous UK residency for certain levels of vetting.

Nice to have

• Experience with digital operating models.
• Understanding of public sector or energy and utilities change drivers.
• Familiarity with business or technology architecture and enterprise operating model concepts.
• Experience working independently as a client point of contact and collaboratively with multidisciplinary teams.
