Growth and Capture Leader (Civilian Services)

Location: Must be local to the DMV area and willing to work in the office or customer locations in McLean, Virginia and the DC area 2–4 days per week.

What you will do

• Lead capture strategy and execution for complex, full-and-open federal civilian services pursuits from pre-RFP shaping through award.
• Engage SES-level, acquisition, and mission stakeholders to shape opportunities and align solutions with agency priorities.
• Develop win strategies, capture plans, technical and management approaches, teaming strategies, pricing recommendations, and communications plans.
• Drive pipeline growth by identifying, qualifying, and advancing strategic opportunities across civilian agencies.
• Conduct competitive intelligence using GovWin, budget data, acquisition tools, and competitive assessments.
• Partner with executive leadership, the CTO, and delivery teams while mentoring capture professionals and improving win rates.

Requirements

• 8+ years of experience in federal growth, capture, or business development, including 4+ years in Capture Management within the Civilian Services market.
• Experience leading captures for $25M+ full-and-open federal opportunities.
• Must be authorized to work for any employer in the United States; employer-based sponsorship is not available.
• Must be local to the DMV area and able to work onsite at McLean, VA or DC-area locations 2–4 days per week.
• Strong understanding of the federal acquisition lifecycle, procurement strategies, capture planning, competitive positioning, and senior government stakeholder engagement.
• Proficiency with GovWin, Salesforce/TechnoMile, and federal market intelligence tools, plus strong communication, relationship-building, strategic thinking, and execution skills.

• Capture experience supporting USDA, Commerce, Treasury, FDIC, CFPB, Education, Transportation, or Labor.
