Location: San Diego, California, United States; primarily on-site at the San Diego Headquarters or another company location. Remote work requires management approval based on business requirements. Domestic travel of up to 20% is required. Core business hours are Monday through Friday, 8:00 a.m. to 5:00 p.m., with flexibility for nights, weekends, or holidays when required.
Salary: $71,614–$119,953 annually.

What you will do
- Design, develop, implement, and evaluate foundational Government Programs and Services training programs.
- Create interactive e-learning materials, presentations, instructor and participant guides, exercises, quizzes, simulations, job aids, audio, and video.
- Develop course curricula, learning objectives, delivery methods, testing procedures, and supporting technical manuals.
- Research content with subject matter experts, management, industry experts, and regulatory sources.
- Deliver training to internal employees and external clients, including new-hire, continuing education, and Train-the-Trainer programs.
- Monitor learner progress, maintain training documentation in Confluence, the LMS, and the intranet, and track Medicaid policy updates.
Requirements
- BS/BA degree and 5+ years of experience, or an equivalent combination of education and experience, plus 2 years of subject matter expertise in the relevant area.
- Strong knowledge of instructional design software and tools, including Adobe Captivate, Articulate Presenter/Storyline, Photoshop, Illustrator, Flash, video production tools, and Microsoft Office with advanced PowerPoint skills.
- Experience using an LMS to host content and demonstrated ability to learn new software.
- Strong working knowledge of ADDIE, curriculum design, process analysis, data analysis, documentation, and learning experience development.
- Excellent written, verbal, presentation, interpersonal, organizational, analytical, and time-management skills.

Nice to have
- Industry certifications in instructional design, curriculum development, or performance improvement.
- Experience developing training related to Medicaid operations and federal Medicaid requirements.
