What you will do

• Own engagement with the Department of the Interior and the Bureau of Reclamation, including senior leadership, policy offices, program offices, and research and development functions.
• Develop precipitation enhancement programs and secure federal funding through WaterSMART, drought response authorities, research funding, cooperative agreements, cost-share programs, and weather modification authorities.
• Develop legislative proposals and appropriations language while maintaining command of the statutory landscape governing Reclamation.
• Manage relationships with congressional natural resources and appropriations committees and prepare briefing materials for members and staff.
• Coordinate federal priorities with state water agencies, districts, basin organizations, Reclamation regional offices, and area offices.
• Build coalitions in the Washington water community and organize federal, state, congressional, and stakeholder visits to project demonstration sites.

Requirements

• 10+ years of experience in Western water policy, natural resources policy, or federal government relations.
• Thorough knowledge of how the Department of the Interior and Reclamation operate at national and regional levels.
• In-depth knowledge of Reclamation programs, authorities, funding vehicles, Western water law, and policy.
• Experience developing projects and securing federal funding, including grants, cooperative agreements, cost-share processes, appropriations, and authorization cycles.
• Current relationships across Interior, congressional natural resources and appropriations committees, and the Western water community.
• Bachelor’s degree required; must be based in DC and willing to travel domestically.

Nice to have

• Background in hydrology, engineering, or water resources.
• Experience with the federal environmental compliance landscape.
