IT Procurement Manager (Procurement, Manager)

Location: On-site in Charleston, South Carolina, United States. Travel: 0–10%.

Salary: $90,000–$108,000 per year.

What you will do

• Lead acquisition planning and strategy for complex, high-value software, hardware, and enterprise IT procurements.
• Manage portfolio planning for acquisitions, renewals, maintenance, support, licensing, lifecycle needs, risks, and funding.
• Conduct market research and prepare IGCEs, BOMs, acquisition plans, RFIs, RFQs, RFPs, and related documentation.
• Evaluate requirements, contract vehicles, sourcing approaches, vendor proposals, and opportunities for consolidation and cost savings.
• Maintain software entitlement, utilization, hardware inventory, and lifecycle data to support renewals, compliance, and optimization.
• Lead and mentor procurement analysts and specialists while advising stakeholders and briefing leadership.

Requirements

• 5+ years of progressively responsible procurement, acquisition, contracting, or federal acquisition support experience, including IT procurement.
• Experience developing acquisition strategies and supporting complex software, hardware, or technology procurements.
• Advanced experience with market research and acquisition documentation, including IGCEs, BOMs, acquisition plans, and RFIs/RFQs/RFPs.
• Knowledge of federal acquisition practices, regulations, contract vehicles, and IT sourcing approaches.
• Experience with software licensing, subscriptions, maintenance agreements, hardware acquisitions, portfolio analysis, and cost optimization.
• BA/BS degree and ability to obtain a Top Secret clearance.

Nice to have

• Knowledge of the Federal Acquisition Regulation and related federal acquisition policies.
• Experience with GSA Schedules, GWACs, strategic sourcing, category management, or IT portfolio management.
• Experience with software entitlement and utilization management, hardware lifecycle management, SaaS, cloud services, or vendor licensing structures.
