Senior Cost Manager - Highways/Infrastructure

Location: Bedfordshire, with the project site in Bedford and attendance required at least three days per week; hybrid working aligned with the Birmingham team.

What you will do

• Lead or support client-side commercial management for a major Roads & Bridges package from design and estimating through procurement, construction, handover, and close-out.
• Provide cost management and assurance for highways, roads, bridges, earthworks, drainage, utilities interfaces, and related infrastructure works.
• Manage commercial implications of operational railway interfaces, live highways, traffic management, temporary works, logistics, access constraints, and public interfaces.
• Support procurement strategy, tender documentation, commercial evaluation, contract appointments, and NEC contract administration.
• Manage cost plans, forecasts, cash flow, value engineering, change control, risk, reporting, governance, and audit-ready commercial records.
• Coordinate with clients, consultants, contractors, statutory authorities, utility providers, Network Rail, National Highways, and internal programme teams.

Requirements

• Proven cost management or quantity surveying experience on roads, highways, bridges, or major civil infrastructure projects.
• Experience with complex multi-stakeholder programmes involving statutory authorities, utilities, rail, and highways interfaces.
• Strong financial management and commercial skills, including work breakdown structures, cost planning, estimating, forecasting, change control, cost-to-complete exercises, and client reporting.
• Understanding of UK highways delivery requirements, including DMRB, local authority highways, bridge design, traffic management, and construction logistics.
• Ability to lead defined commercial workstreams and manage cost planning, procurement, and post-contract responsibilities with limited supervision.
• Quantity surveying, commercial management, construction management, civil engineering, or related qualifications are preferred; RICS membership is desirable.

Nice to have

• Experience with NEC contracts, including early warnings, compensation events, payment assessments, and change management.
• Membership of an appropriate professional body such as RICS.
