Senior Business Analyst/Scrum Master (Azure DevOps)

Salary: $125,000–$140,000 per year

What you will do

• Translate stakeholder goals into epics, features, user stories, testable acceptance criteria, and prioritized product backlogs.
• Lead Scrum ceremonies, including sprint planning, daily standups, backlog refinement, and sprint reviews.
• Manage Azure DevOps team boards, track velocity and delivery plans, and maintain Definition of Done standards and lean technical documentation.
• Coordinate with developers, solution architects, system administrators, and functional users to clarify requirements and resolve implementation issues.
• Develop system-wide specifications, alternative solutions, workflow documentation, and standard operating procedures.
• Analyze system performance, downtime, interfaces, data integration needs, and modernization opportunities for FHWA policy systems.

Requirements

• Bachelor’s degree in computer science, information systems, engineering, business, or a related discipline.
• At least 6 years of professional IT or analytical experience.
• Proven experience creating detailed, testable, and traceable epics, features, user stories, and system specifications.
• At least 2 years of hands-on experience in Agile or iterative software development, including sprint planning, standups, and backlog grooming.
• Experience using Jira or Microsoft Azure DevOps and coordinating with programmers and developers.
• Strong written and verbal English communication skills are required.

Nice to have

• Experience supporting Department of Transportation or Federal Highway Administration IT projects.
• Advanced Microsoft Azure DevOps expertise, including sprint board configuration, change requests, requirements tracking, and development procedures.
• Experience with enterprise reporting systems, complex data integration, database migrations, or historical data transfer pipelines.
• Familiarity with C#, .NET, Azure App Service, Azure SQL, Blazor, Syncfusion, Telerik UI, Power BI, SAP BusinessObjects, or Crystal Reports.
• Experience using Google Gemini or Notebook AI models to streamline work processes and products.
