Senior Functional Analyst (JIRA)

Location: 100% remote within the United States; candidates from California, Colorado, Illinois, Minnesota, New Jersey, New York, Oregon, or Washington will not be considered.

Salary: $78,167–$103,855

What you will do

• Lead the capture, analysis, documentation, validation, and change control of business, functional, technical, and cross-functional requirements.
• Collaborate with business users, product owners, IT teams, systems engineers, customers, stakeholders, and contractors to clarify requirements and assess solution impacts.
• Manage epics, sub-epics, user stories, backlogs, acceptance criteria, testing, defects, and traceability in JIRA.
• Facilitate user interviews, backlog refinement, Agile planning sessions, process modeling, and requirements elaboration for Scrum and SAFe product teams.
• Track project risks, issues, impediments, execution metrics, configuration items, and requirements across the product development lifecycle.
• Serve as a functional subject matter expert and mentor junior analysts while supporting sprint teams and client documentation.

Requirements

• U.S. citizenship is required; must possess or qualify for a Public Trust (MBI) security clearance and pass a government security investigation.
• Ten years of professional experience; a master’s degree in engineering or a related scientific or technical discipline is required.
• Strong background in software development and Agile or Scaled Agile Framework (SAFe) methodologies, including experience with large Agile software development or data integration projects.
• Expertise with JIRA and advanced experience with Microsoft Office, including Excel.
• Excellent analytical, research, problem-solving, customer service, oral communication, and written communication skills.
• Previous federal government experience and security clearance are highly desired.

Nice to have

• Knowledge of the VA Veterans Independence Program (VIP), VA SQA testing, or healthcare billing and claims processing applications.
• Experience with a federal health agency such as VA, DHA, or HHS.
• Certified Scrum Master (CSM) or Professional Scrum Master (PSM) certification.
