Project Controls Manager (Heavy Civil Infrastructure)

Salary: $130,000–$205,000 per year ($63–$99 per hour)

What you will do

• Oversee integrated project controls systems, including work and cost breakdown structures, coding standards, baselines, and change-control procedures.
• Review contractor cost and schedule submissions, baseline schedules, monthly updates, progress payments, and contingency drawdown requests against contract requirements and verified field progress.
• Analyze earned value, cost and schedule performance indices, productivity trends, forecasts, cash flow, contingency, and reserve positions.
• Evaluate change proposals, delay claims, and time impact analyses, and recommend positions to program leadership.
• Coordinate controls across roadway, structures, transit, aviation, water, utility, and other contract interfaces.
• Lead monthly controls reporting and mentor controls analysts and specialists when required.

Requirements

• Bachelor’s degree in construction management, engineering, finance, business, or a related field, or an equivalent combination of education and experience.
• 10+ years of project controls experience on large, complex heavy-civil infrastructure projects valued above $500 million.
• Experience integrating cost and schedule data, managing baselines and change control, and applying earned value and critical path analysis.
• Experience reviewing contractor submissions and leading or directing project controls staff on capital programs.
• Proficiency with project controls software such as Primavera P6, Microsoft Project, Oracle Unifier, EcoSys, or e-Builder.
• Proficiency with Microsoft Office Suite or Office 365.

Nice to have

• Master’s degree in construction management, engineering, finance, or business.
• CCP, PSP, EVP, or PMP certification.
• Experience leading owner-side controls for capital programs exceeding $1 billion in construction value.
• Experience with quantitative cost or schedule risk models, claims and delay analysis, controls-system configuration, or program controls function setup.
• Experience with Power BI, Oracle Cloud Analytics, or similar KPI dashboard software.
