Project Controls Manager (Heavy Civil Infrastructure)

Salary: $130,000–$205,000 per year

What you will do

• Oversee integrated cost and schedule controls, including work breakdown structures, coding standards, baseline management, and change procedures.
• Review contractor schedules, cost submittals, progress payments, contingency requests, and verified field progress.
• Analyze earned value, cost and schedule performance, productivity trends, forecasts, cash flow, risks, and contingency positions.
• Evaluate change proposals, delay claims, and time impact analyses, then recommend positions to program leadership.
• Coordinate controls across contracts, interfaces, estimating, scheduling, engineering, contracts, document control, and finance.
• Lead monthly controls reporting and mentor project controls analysts and specialists when required.

Requirements

• Bachelor’s degree in construction management, engineering, finance, business, or a related field, or equivalent experience.
• 10+ years of project controls experience on large, complex heavy-civil infrastructure projects valued above $500 million.
• Experience integrating cost and schedule data, managing baselines and changes, applying earned value, and analyzing critical paths.
• Experience reviewing contractor submissions and leading or directing project controls staff on a capital program.
• Proficiency with project controls and scheduling software such as Primavera P6, Microsoft Project, Oracle Unifier, EcoSys, or e-Builder.
• Proficiency with Microsoft Office 365.

Nice to have

• Master’s degree and active CCP, PSP, EVP, or PMP certification.
• Experience with capital programs exceeding $1 billion in construction value, including highway, bridge, transit, rail, aviation, or water and wastewater projects.
• Experience establishing project controls functions, integrating quantitative risk models, supporting claims or disputes, or administering controls modules.
• Experience with Microsoft Power BI, Oracle Cloud Analytics, or other KPI dashboard software.
