Change Manager (Heavy Civil Infrastructure)

Location: California, USA

Salary: $125,000–$190,000 per year ($60–$91 per hour)

What you will do

• Manage change control from early identification through entitlement determination, pricing, negotiation, and executed change orders.
• Evaluate change proposals, requests for equitable adjustment, differing site conditions, design changes, and claims against contract requirements and the factual record.
• Develop or review independent cost estimates and time impact analyses to test contractor pricing and delay claims.
• Coordinate estimators, schedulers, analysts, engineering, inspection, right-of-way, and operations groups during change evaluation.
• Prepare change board packages, present recommendations to program decision-makers, and support negotiations with contracting officers or contract administrators.
• Maintain accurate contract, budget, schedule, drawing, specification, configuration, revision, and audit records while reporting change exposure and time-extension risks.

Requirements

• Bachelor’s degree in construction management, civil engineering, construction engineering, business administration, a related field, or equivalent education and experience.
• 10+ years of construction change control, change order, or claims experience on large, complex heavy-civil infrastructure projects valued above $500 million.
• Experience leading change control for a contract package, including entitlement, pricing, executed change orders, and coordination of supporting estimators, schedulers, and analysts.
• Experience evaluating entitlement, cost, schedule impacts, independent estimates, time impact analyses, and contractor delay claims.
• Working knowledge of public works provisions covering changes, differing site conditions, delays, notices, and claims.
• Experience with PMIS, document management, CPM scheduling software, and Microsoft Office 365, including tools such as Unifier, Kahua, e-Builder, Primavera P6, and Microsoft Project.

Nice to have

• Master’s degree in construction management, civil engineering, construction engineering, or business administration.
• CCM, PMP, CCP, or CFCC certification.
• Program-level change control experience across multiple contract packages, including supervision of change analysts.
• Experience negotiating change orders exceeding $10 million and leading claims through dispute resolution, mediation, or formal claims processes.
• Experience with CPM delay analysis, estimating, cost analysis, document markup, and KPI reporting tools such as HCSS HeavyBid, RSMeans, Bluebeam Revu, ProjectWise, Power BI, or Oracle Cloud Analytics.
