TL;DR
Senior Functional Analyst (JIRA/Agile/SAFe): Capturing, analyzing, and managing functional, technical, and business requirements for federal software development teams with an accent on user stories, backlog management, traceability, and change control. Focus on facilitating Agile delivery, coordinating with systems engineers and stakeholders, and leading complex requirements and product execution activities.

Location: 100% remote within the United States; candidates from California, Colorado, Illinois, Minnesota, New Jersey, New York, Oregon, and Washington will not be considered.

Salary: $78,167–$103,855 per year

What you will do

  • Capture, analyze, document, validate, and manage business, functional, technical, and non-technical requirements.
  • Develop user stories, epics, backlog items, acceptance criteria, process models, specifications, and project documentation.
  • Use JIRA as an ALM tool for requirements management, testing, defect management, traceability, and change control.
  • Facilitate user interviews, backlog refinement sessions, Agile ceremonies, stakeholder sessions, and requirements reviews.
  • Coordinate with systems engineers, product owners, business users, customers, contractors, and delivery teams to assess impacts and resolve impediments.
  • Track risks, issues, metrics, dependencies, configuration items, and product execution across the Agile lifecycle using SAFe.

Requirements

  • 10 years of professional experience; a master's degree in engineering or a related scientific or technical discipline is required.
  • U.S. citizenship is required, and candidates must possess or qualify for a Public Trust (MBI) security clearance.
  • Strong background in software development and Agile or Scaled Agile Framework (SAFe) methodologies.
  • Expertise with JIRA and advanced experience with Microsoft Office, including Excel.
  • Excellent written and verbal communication, analytical, research, problem-solving, attention-to-detail, and customer-service skills.
  • Experience with large Agile software development or data integration projects.

Nice to have

  • Knowledge of the VA Veterans Independence Program, VA SQA testing, healthcare billing, or claims-processing applications.
  • Experience with a federal health agency such as VA, DHA, or HHS.
  • Certified Scrum Master or Professional Scrum Master certification.
