TL;DR
Program Controls Specialist IV (Aerospace): Developing and managing integrated master schedules, cost estimates, and performance reporting for complex aerospace and defense programs with an accent on synchronizing engineering, manufacturing, integration, testing, and launch activities. Focus on scenario planning, earned value and risk analysis, executive reporting, and maintaining alignment across multiple national security missions.

Location: Remote-based opportunity; U.S. citizenship and an active DoD Secret security clearance, or the ability to obtain and maintain one, are required.

What you will do

  • Develop, maintain, and analyze program-level Integrated Master Schedules covering design, build, integration, test, and launch phases across multiple programs.
  • Develop program estimates at completion, monitor expenditures, and align cost performance with schedule execution.
  • Conduct what-if scenario planning and risk analyses for scope changes, risks, issues, and opportunities.
  • Prepare executive-level cost and schedule reports covering performance trends, risk drivers, program status, and recovery actions.
  • Coordinate with program managers, engineering, manufacturing, execution teams, customers, and external partners on contract deliverables, milestones, budgets, and risks.
  • Improve cost and scheduling tools, templates, and processes by combining agile and waterfall approaches.

Requirements

  • Bachelor’s degree in engineering, business, or a related field.
  • 5+ years of experience in program scheduling, program planning, or cost analysis within an engineering or manufacturing environment, preferably aerospace.
  • Expertise with Microsoft Project and Jira or similar tools for schedule development, logic dependencies, tracking, and analysis.
  • Advanced Excel knowledge and strong fundamentals in planning, scheduling, cost management, and program management.
  • Experience leading discussions on cost, schedule, and risk management, with familiarity with Earned Value Management, risk analysis tools, and cost and schedule reporting.
  • U.S. citizenship and an active DoD Secret security clearance, or the ability to obtain and maintain one.

Nice to have

  • Familiarity with DCMA 14 Point Schedule Assessment guidelines and DoD acquisition frameworks.
  • Experience developing Integrated Master Schedules for hypersonic or launch vehicle systems from concept through flight execution.
  • Knowledge of integrated test and launch operations, range scheduling, and cross-agency coordination.
  • Aerospace experience, AACE or PMI certifications, and experience training or mentoring teams on cost and scheduling standards.
