TL;DR
Cost Analyst - Weapons Programs (Defense): Analyzing cost, schedule, and performance for advanced weapon system acquisition programs with an accent on cost estimating, Earned Value Management, and quantitative uncertainty analysis. Focus on developing lifecycle cost models, evaluating contractor performance data, and producing dashboards and executive briefings for Government program leaders.

Location: On-site at Eglin AFB, Florida, United States; periodic travel to contractor facilities, supplier locations, and Government organizations may be required. Core hours are 0900–1500.

What you will do

  • Analyze cost, schedule, and program performance for advanced weapon system acquisition programs.
  • Develop lifecycle cost estimates covering development, production, fielding, and sustainment.
  • Build estimating methodologies using historical data, technical characteristics, schedules, risks, regression analysis, learning curves, probability distributions, and Monte Carlo simulation.
  • Evaluate contractor performance submissions, including IPMDAR data, CPI, SPI, variances, and Estimate at Completion projections.
  • Collaborate with Government Cost Account Managers, program managers, engineers, schedulers, contracting personnel, and financial managers.
  • Produce cost models, dashboards, visualizations, executive briefings, and supporting documentation using Excel, Power BI, Tableau, and other analytical tools.

Requirements

  • Active DoD Secret security clearance required.
  • Bachelor’s degree in Finance, Economics, Business, Mathematics, Statistics, Engineering, Operations Research, or a related quantitative discipline.
  • At least 3 years of relevant experience in cost estimating, Earned Value Management, program controls, contract pricing, financial analysis, or a related analytical field.
  • Strong Microsoft Excel skills and experience analyzing large datasets and developing analytical models.
  • Working knowledge of Earned Value Management, cost estimating, Government financial management, or related acquisition disciplines.
  • Strong analytical, problem-solving, collaboration, written communication, and verbal communication skills.

Nice to have

  • 5–7+ years of relevant experience.
  • Active Top Secret clearance.
  • Government cost estimating experience supporting DoD or DoW acquisition programs.
  • Experience with Program Cost Estimates, Life Cycle Cost Estimates, EVMS, Integrated Baseline Reviews, IPMR/IPMDAR data, or Estimate at Completion analysis.
  • Experience with Power BI, Tableau, statistical analysis, uncertainty modeling, missile, munitions, aerospace, or complex defense acquisition programs.
