TL;DR
Operations Research Analyst (Intermediate Cost Analyst) (Cost Estimating/Defense): Developing cost estimates, economic analyses, forecasts, and engineering support for complex Department of Defense acquisition programs with an accent on life-cycle costing, construction cost analysis, and cost-risk modeling. Focus on analyzing government and industry data, developing parametric estimating methods, supporting major weapon-system programs, and preparing management-level briefings.

Location: On-site at Hill AFB in Ogden, Utah, United States

What you will do

  • Perform cost estimating, economic analysis, forecasting, and engineering support for Department of Defense acquisition programs.
  • Develop parametric cost estimates, life-cycle cost analyses, cost-estimating relationships, models, and cost-risk assessments.
  • Collect, normalize, and analyze cost, technical, and programmatic data from government and industry sources.
  • Support earned-value performance measurement, trade studies, market research, scheduling, and proposal evaluations.
  • Prepare cost estimates, acquisition documentation, key decision point materials, and management-level briefings.
  • Interface with program offices and contribute subject-matter expertise within an integrated cost-estimating team.

Requirements

  • At least five years of technical cost-estimating and analysis experience with the Air Force, Navy, Army, MDA, or a comparable DoD organization.
  • Experience with Air Force ACAT I acquisition program cost analysis and complex weapon-system programs, preferably ICBM or nuclear weapons systems.
  • Bachelor’s degree in mathematics, engineering, business, science, or a related field.
  • Knowledge of DCARC, CSDRs, CPRs, DACIMS, and/or AFTOC data sources and processes.
  • Experience with construction cost data, design documents, construction trades, building systems, and RS Means-based estimating software.
  • U.S. citizenship required; ability to obtain and maintain a Secret or Top Secret clearance required, with Top Secret preferred.

Nice to have

  • Strong working knowledge of ACEIT, @Risk, Crystal Ball, or similar parametric and cost-risk tools.
  • Experience supporting construction-focused cost estimating.
