Strategic Ops & Transformation Lead

Location: Frederick, Maryland, United States; onsite at the Frederick National Laboratory

Salary: $140,400–$206,510 per year

What you will do

• Translate enterprise strategy and executive priorities into operating plans, milestones, governance routines, and measurable outcomes.
• Lead or coordinate executive-sponsored transformation initiatives across functional boundaries and align senior stakeholders.
• Diagnose execution, governance, accountability, process, and stakeholder-alignment barriers.
• Facilitate decision-making, resolve issues, track commitments, and escalate barriers without direct line authority.
• Develop tools and mechanisms such as initiative charters, dashboards, action registers, decision logs, risk registers, and lessons-learned processes.
• Support adoption and sustainability of new practices, tools, behaviors, and operating expectations.

Requirements

• Bachelor’s degree in business, public administration, organizational leadership, finance, economics, engineering, information systems, healthcare administration, or a related field, or four years of relevant experience in lieu of a degree.
• At least 10 years of progressive experience in strategic operations, enterprise transformation, business operations, program or portfolio management, consulting, organizational effectiveness, or strategy execution.
• At least five years leading cross-functional initiatives, enterprise projects, transformation efforts, or complex operating improvements involving senior stakeholders.
• Experience leading without direct authority in a matrixed organization and translating ambiguity into structured plans, governance, communications, and measurable outcomes.
• Strong organizational, analytical, facilitation, presentation, communication, judgment, confidentiality, and stakeholder-management skills.
• Proficiency with Microsoft Office, especially Excel and Project or a similar project management tool; ability to obtain and maintain a security clearance.

Nice to have

• Master’s degree in a related field.
• Experience in a national laboratory, federally funded research and development center, federal contractor, academic medical center, research institute, or life sciences organization.
• Experience with Power BI dashboards, portfolio management, enterprise risk management, change management, Lean/Six Sigma, Agile/SAFe, or operating model design.
• Experience engaging C-suite executives, governance bodies, boards, sponsors, customers, or parent-company leadership.
• PMP, PgMP, Prosci, CCMP, Lean Six Sigma, SAFe Agilist, or equivalent certification.
